Three pots of money you are already committed to.

Most of it leaves as levy and compliance cost, and very little comes back as skill. Here is what each one is worth, and how a registered learnership pulls it back.

1. SDL levy

1% of payroll, every month

You can reclaim 20% of the levy as a mandatory grant by submitting a Workplace Skills Plan and Annual Training Report. That reclaim rises to 40% in the 2026/27 window.

2. Section 12H

R80 000 to R120 000 per learner

A registered learnership carries a tax deduction of R80 000 for an NQF 1 to 6 learner (R40 000 when it starts, R40 000 on completion), or R120 000 where the learner has a disability. At 27% tax that is R21 600 to R32 400 back per learner.

3. B-BBEE

A priority element on your scorecard

Skills Development is a priority element. The target is 6% of payroll on skills for black employees. Registered learnerships earn points here and help you clear the 40% sub-minimum that, if missed, drops your whole B-BBEE level by one.

The employer portal (learner logbooks, live dashboards and claim-ready reporting) is delivered as a managed service by our team today, not yet as a self-serve product you log into. And TruIntel is not itself a SETA or QCTO accredited provider. Section 12H and SDL grant claims require a learnership registered with a SETA, so claim eligibility has to be confirmed for your specific programme. We deliver the mentorship and help you structure the programme. Your tax practitioner and B-BBEE verification agency confirm the claim.
